Not sure what's out there that's good in the below $500... I do know most of you're SLR Like cams fall in that category and I would think you would have aperture and shutter control. Cams like the Cannon PowerShot S3 IS, the FujiFilm Fine Pix S9500, however if you can save a up a little more, for a true SLR digital, I would suggest the Nikon D40, although I haven't used it, I use it's predecessor the D50 and love it. The D40 is a little cheaper than the D50 was, a bit smaller and has a few less options but I've only heard good things about it. It's a great entry level DSLR and gives you many more options than the SLR like cams that are available. I was shopping on a budget when I got the D50 and had to go over budget for it. Luckily I could get it with a year of no interest so I charged it and paid it off before the year was up. I've never regretted stepping up into the SLR world.

Actually, any of the Canon PowerShot A-series give you access to the 'creative' side of the mode selector dial (M, Av, Tv, P)...
... although there is no dedicated wheel selector to choose shutter speed or aperture easilly. You have to hit the +/- button to select either shutter speed or aperture, and then use left and right on the cross key selector to change the vaule either way. Still, you have the ability to be as creative as you want. And the live feed from the sensor will show you under or over exposure. (Amusing when customers come into the store and complain that "there's something wrong my screen, it's too bright/dark.)
The PowerShot line offers you manual controls on even their cheaper A-series 'consumer' models, like the A540/550/560/570 IS (~$249-$299 CND), whereas the Nikon Coolpix lineup by comparison only offers manual controls on their P-series, which now consists of either the P3 ($339 CND) or the P5000 ($459 CND).
The A6*0 series (620, 630, 640) offer the most controls on the back of the camera, as well as a swivel screen for shooting from the hip or above a scrum of people, or even shooting self portraits with the screen facing you. If you're willing to spend near the higher end of that 500 dollar minimum you're willing to spend.
And as a bit of a disclaimer, I work at a Nikon Authorized Dealer, but shoot with Canon SLRs. I get paid to sling Nikon product, but I find the Canon compacts outclass the Nikons. (Although if it was the complete opposite, and you were looking for a simple completely automatic point and shoot, I'd totally suggest the Coolpix lineup, especially the S10.)

You might check the used market in your area. Over Christmas I picked up a used Canon 10D with a Sigma 24-70 f/2.8 lens for $550 USD. Sure the 10D is old, but it is sturdy. The 6MP are enough for me. I have no regrets about the purchase and I saved a lot of money. The Sigma lens new is about $350-400. The 10D new was about $1600. Craigslist has been good to me. Just be patient.
