You'll need an image-editing program, of course. The author uses Adobe Photoshop Elements 5, but any program that supports layers should do (so give GIMP a try). Basically, you're going to create two layers, one that's sharp, the other slightly out of focus. Then you're going merge them together. Hell of an easy way to achieve a cool effect that required some serious effort back in the days of film.
